The buffer separates the transport from the venue slot. Goods arrive earlier, wait in the warehouse and reach the hall exactly in the assigned window. This protects against two scenarios at once: a truck arriving too early and not being admitted, and a delay that stops the stand build.
Who bears the cost when the build crew waits for late goods?
In practice, the exhibitor. People on site, rented space and lost meetings with clients cost money whether or not the goods have arrived. The freight itself is usually the smallest line in a fair budget. That is why saving on transport organisation can cost more than the whole carriage rate.
