ATA carnet or temporary admission — which to choose for Targi Kielce?
An ATA carnet is issued in the exhibitor's country before departure. It carries a list of exhibits that customs checks on entry and exit, and it works in many countries, which makes it convenient when the same kit goes to several shows. Temporary admission is a procedure declared by a customs agency on entry to the EU; it needs no carnet, but ties the exhibits to a specific declaration and re-export deadline.
The choice depends on how many shows are on the route, whether the exhibit list is final before departure and how quickly the exhibitor can obtain a carnet at home. The OTSL customs agency in Kielce handles both, and the decision is best taken with the forwarder before the goods are packed.
Why does the return leg to the UK need a GMR?
Every vehicle entering the UK through a port using GVMS must hold a GMR (Goods Movement Reference). OTSL as carrier creates it before the Dunkirk→Dover crossing, but the GMR bundles the GB import documents — with an ATA carnet, that is the carnet with the correct re-importation voucher. Without those documents from the exhibitor there is no GMR and the vehicle will not be admitted to the port.

Can everything on a British exhibitor's stand travel on the ATA carnet?
No. The ATA carnet does not cover advertising materials, samples meant for distribution or goods that will be sold — those need a normal import declaration in the EU. An exhibit listed on the carnet that is nevertheless sold in Kielce must be declared for permanent import before the carnet is closed, unless the exhibitor decides to take it back and sell it from the UK.
