Without a valid PBN (Pre-Boarding Notification) and a good-to-proceed status, a truck cannot board the ferry to Ireland or leave the terminal on the other side. The result is a missed sailing, downtime for driver and equipment, terminal charges and a risk to sensitive cargo waiting for the formalities to clear.
What a PBN is and why it stops the truck
Ireland introduced the PBN, which bundles into a single identifier all the declarations required for the shipments in a given vehicle arriving from Great Britain. (source: revenue.ie) Before boarding, the carrier submits the PBN number and the system returns a control channel and a status. Without a complete PBN and a positive status the truck does not get a green light to board the ferry, and after disembarking in Ireland it cannot simply drive off the terminal until the customs formalities are resolved.
The missed sailing and the standstill meter
Ferries run in windows, and the slot has to be hit. If the PBN is not ready in time, the truck stays on land and waits for the next sailing, which can mean many hours and sometimes a full day. Meanwhile driver and equipment downtime runs, terminal and port charges accrue, and for refrigerated cargo the risk to the goods grows. On the Irish side an unresolved status blocks exit from the terminal and starts storage charges. The bill for the waiting time, as a rule, falls on the party ordering transport, regardless of whose side the data error arose on.
PBN, the vehicle list and the choice of route to Ireland
A PBN does not work in a vacuum. The number must be consistent with the vehicle data on the vehicle list and sailing manifest, because a mismatch between the trailer number in the declaration and the one at check-in can wreck boarding. Step by step
- Collect customs references. Gather all clearance details for the goods loaded inside the vehicle.
- Generate the PBN. Enter all relevant customs entry numbers into the Irish customs portal before ferry departure.
- Verify boardability status. Check the portal to ensure the vehicle has been cleared to board the vessel.
- Track assigned routing. Monitor the assigned inspection channel while crossing the sea.
- Clear the destination port. Leave the terminal grounds once cleared or proceed to the assigned control point.

When does this rule not apply?
This rule does not apply to direct intra-EU maritime shipments that do not transit through Great Britain or pass outside EU customs territory.
